THE BOARD OF SUPERVISORS OF THE COUNTY OF NAPA MET IN SPEC= IAL SESSION ON THURSDAY, JULY 1, 2004 AT 9:30 A.M. WITH THE FOLLOWING MEMBERS P= RESENT:  CHAIRPERSON MARK LUCE, SUPERVISORS= MIKE RIPPEY AND BRAD WAGENKNECHT.  SUPERVISORS BILL DODD AND DIANE DILLON WERE EXCUSED AT ROLL CALL, BUT ARRIVED AT THE BEGINNING OF ITEM 4A.  THE MEETING WAS CALLED TO ORDER BY CHAIR LUCE AT 9:33 A.M.
